Public Education Transformation (Act 170)
Vermont Act 170
Vermont Act 170 is state legislation passed in June 2026 to help strengthen public education across Vermont. Its goal is to expand student opportunities, improve operational efficiency, and ensure long-term financial sustainability for public schools.
What Act 170 does not do?
It does not instantly close local schools, mandate automatic mergers, or immediately redraw school district borders.
Instead, Act 170 creates a structured, multi-year study process. It gives our district a framework to work alongside neighboring communities, evaluate shared service opportunities, and plan for the future of our region’s public schools.
Required District Actions & Focus Areas
Our district leadership and school board are actively participating in the steps required by Act 170:
Regional Service Collaboration (CESA Partnership)
- What it means: Districts are joining regional Cooperative Educational Service Areas (CESAs) to share administrative capacity, specialized services, and resources without altering local district control.
- Our Action: Appointing district representatives to the regional CESA board and exploring shared operational efficiencies (e.g., special education support, IT, professional development, and business services).
Next Meeting: October 26, 2026
Mandatory Merger & Governance Studies
- What it means: Every school district in Vermont must participate in a regional committee to study whether unifying or restructuring governance could benefit students and taxpayers.
- Our Action: Appointing school board members to our assigned regional Merger Study Committee to evaluate educational alignment, facilities, and options for shared programming. Note: The study process is required, but any proposed structural change or district merger ultimately requires community input and voter approval.
Next Meeting: November 2, 2026
Long-Term Capital & Facilities Planning
- What it means: The State is aligning local governance planning with state support for facility improvements, legacy debt relief, and future school construction aid.
- Our Action: Assessing building needs and long-term facility standards to position our schools for future state construction grant opportunities.
