WSD Joint Statement on Vermont Education Transformation (H.955)

In a joint statement, Winooski School District Board President Nicole Mace and Superintendent Wilmer Chavarria addressed the legislative passage of the Education Transformation Bill (H.955) and its upcoming impacts on the district. The legislation mandates that WSD begin immediate steps to explore regional school mergers, participate in creating a new Cooperative Educational Service Area (CESA), and prepare for a transition to a regionalized education funding formula. While leadership expressed serious concerns regarding the bill’s lack of state funding, unclarified governance layers, and the potential community strain of navigating mergers with reluctant neighboring districts, they reaffirmed their commitment to complying with the law while fiercely protecting the quality of education and hard-earned progress for Winooski students.

Winooski Main Street Revitalization

The City of Winooski is currently undergoing a major multi-year upgrade to Main Street (U.S. Route 2/7). The project stretches approximately 4,000 feet from the New England Central Railroad bridge up to the Winooski-Colchester town line—right near the Winooski School District.

What is changing?

The goal of the project is to safely reconfigure the road to accommodate everyone in our community. Key upgrades include:

  • Pedestrian & Bike Upgrades: Expanded sidewalks, newly added crosswalks, and dedicated bike lanes.

  • Safety & Aesthetics: Updated traffic signals, enhanced street lighting, and new landscaping.

  • Infrastructure Upgrades: Better stormwater management systems, upgraded water and sewer lines, and moving overhead power and communication lines safely underground.

Timeline & Traffic Impact

Construction originally began in the spring of 2024 and is on track for completion by Summer 2026 (with a final ribbon cutting planned for October 2026).

While construction is in its final phases, students, parents, and staff travelling to and from school should expect occasional lane shifts, shoulder closures, and minor daytime delays. However, Main Street remains fully open to traffic and local businesses are open!

Get Involved: Main Street Community Parade!

To celebrate our community and support local businesses during the final year of construction, the city is hosting a Main Street Community Parade on Saturday, June 6, 2026, at 12:00 PM. * Where: Conveniently for our community, the parade will start right here at the Winooski School District (60 Normand Street) and head down to Maple Street, followed by a community lunch. All families and students are welcome to attend or volunteer!

eBike Safety

We have noticed an increase in students riding e-bikes to and from campus. While we love seeing our students use active transportation to commute to school responsibly, we need your help ensuring everyone stays safe.
First, a quick reminder regarding campus boundaries: e-bikes are strictly prohibited on or next to the athletic fields at all times.
To keep our riders and pedestrians safe, please review these essential e-bike safety practices with your child:
  • Wear a helmet: It must fit snugly and sit level just above the eyebrows.
  • Stay off sidewalks and fields: Stick to designated bike lanes and roads, and always slow down near pedestrians, cars, turns, and wet surfaces.
  • Stay focused: Avoid looking at phones or wearing earbuds while riding.
  • Follow traffic laws: Ride in the same direction as traffic and stop completely at all red lights and stop signs.
  • One rider only: E-bikes are not built to carry passengers safely.
  • Do the “ABC Check”: Check the Air, Brakes, and Chain before every ride.
Working together to ensure our students arrive and depart campus safely is a top priority for our school community. Thank you for your partnership and support.

“Same Dollars, Same Rules” Board Resolution

In its “Same Dollars, Same Rules” board resolution adopted on May 13, 2026, the Winooski School District formally urged the Vermont Legislature to require all independent schools receiving public tuition dollars to meet the state’s full Education Quality Standards (EQS). The board highlighted an inequitable double standard: while public districts are strictly required to adhere to these rigorous curriculum, staffing, and support regulations, independent schools currently accept the same public funding without identical accountability. To address this lack of transparency and ensure every publicly funded student receives substantially equal educational opportunities, WSD resolved to advocate for this statewide policy reform directly to its legislative delegation and relevant committees.
